Erica Ledesma has nearly two decades of progressive experience in public administration, infrastructure finance, and airport management, building a career at the intersection of public service and complex property management. She currently serves as Property Manager at the Livermore Municipal Airport, overseeing a diverse portfolio of aviation-related properties. In this role, she negotiates and manages long-term leases, administers contracts, and ensures compliance with FAA regulations and municipal codes. Her work directly supports the City’s ability to maintain safe, efficient, and financially sustainable airport operations.
Before joining Livermore, Ledesma spent over four years on the management team at the Palo Alto Airport, where she was integral to daily airport operations, supported capital improvement projects, and managed property and budgetary functions in a dynamic general aviation environment. This role strengthened her operational expertise and deepened her experience in airport administration, tenant relations, and community engagement.
Earlier in her career, she held roles with the City of San José at Mineta International Airport, NASA Ames Research Center, and Facebook. Across these organizations, she managed multimillion-dollar capital improvement programs, streamlined financial operations, and built strategic partnerships to advance organizational goals. These experiences provided her with a solid background in budget development, regulatory compliance, real estate negotiations, and stakeholder engagement across both the public and private sectors.
Ledesma holds a Master of Public Administration and is nearing completion of a Master of Legal Studies from Pepperdine Caruso School of Law. Her legal studies have expanded her expertise in regulatory and contractual frameworks related to public infrastructure and land use. With dual training in public policy and legal studies, she is able to bridge operational, financial, and legal considerations in managing complex portfolios and navigating high-stakes negotiations.
